The new rules will ensure that career colleges improve&nbsp;outcomes for students -- or risk losing access to federal student aid.</p> <p>To qualify for federal student aid, the law requires that most for-profit programs and certificate programs at private non-profit and public institutions prepare students for &quot;gainful employment in a recognized occupation.&quot;&nbsp;The new rules are part of President Obama&rsquo;s commitment&nbsp;to help reduce the burden faced by student loan borrowers and make postsecondary education more affordable and accessible to American families.</p> <h3> How are certain programs leaving borrowers with the burden of student loan debt?</h3> <p>Too often, students at career colleges -- including thousands of veterans -- are charged excessive costs, but don&#39;t get the education they paid for. Instead, students in many of these programs are provided with poor quality training, often for low-wage jobs or in occupations where there are simply no job opportunities. They frequently find themselves with large amounts of debt and, too often, end up in default. In many cases, students are drawn into these programs with confusing or misleading information. And while you might think that this group of Americans -- mostly in their mid-20s -- is all about smartphones and mason jars, you&#39;d be wrong.</p> <p class="p1">The report&nbsp;comes ahead of President Obama&#39;s visit with Los Angeles entrepreneurs, technologists, and creatives -- and it takes a close look at the trends and circumstances that have shaped Millennials. It finds a generation shaped by transformation, that came into its own in the midst of the financial crisis, but is also more diverse and educated than any other generation.</p> <p class="p1"><b>Here are some of the most interesting facts from the report:&nbsp;</b></p> <ol> <li class="p1"> Millennials are now the&nbsp;<b>largest, most diverse generation</b>&nbsp;in the U.S.</li> <li class="p1"> They&#39;re shaped by technology, value creativity, and are innovative (see, founders of Facebook, Instagram, and Tumblr).</li> <li class="p1"> More Millennials are&nbsp;going to college, especially women. But when you couple that with rising tuition, they&#39;re also left with an&nbsp;ever-increasing share of the student loan debt burden.</li> <li class="p1"> Thanks to the Affordable Care Act, they are much more likely to&nbsp;have health insurance without being job-locked.</li> <li class="p1"> Millennials are&nbsp;moving into urban areas&nbsp;and they&#39;re&nbsp;paying rent. They&#39;re less likely to own a home during their 20s than previous generations.</li> </ol> <p class="p1">So even as Millennials face new challenges, they have enormous opportunity. Make sure you&#39;re&nbsp;<a href="http://www.whitehouse.gov/email-updates">signed up to receive updates</a>&nbsp;from the White House and senior Administration officials.</p> <p>Last week, I met Brittany.</p> <p>She&#39;s a hardworking student at West Georgia Technical College who is now just months away from being certified as a nursing assistant, but there was a point when she didn&rsquo;t think she&rsquo;d be here. In high school, Brittany became pregnant and her future suddenly became uncertain. Her high school counselor suggested she apply for the 12 for Life program, a local program that offers students who have fallen behind in high school the opportunity to attend class, work and get back on their feet.</p> <p>As I talked with Brittany and her fellow students &mdash; many of whom were the first in their family to graduate high school &mdash; they spoke powerfully and tearfully of the program&rsquo;s success, and how it had given them hope for the future.</p> <p>Brittany&rsquo;s inspiring story is just one of many I heard last week during the Department of Education&rsquo;s <a href="http://www2.ed.gov/progress/index.html">annual back-to-school bus tour</a>. This year&rsquo;s tour took us to Georgia, Alabama, and Tennessee, and provided my team and me with the opportunity to see innovations in education and to discuss progress, promise, and results.</p> <p>I wish I could see every innovative program &mdash; every initiative creating promise for our children &mdash; happening across the country, but even after <a href="http://www.ed.gov/blog/2014/04/what-ive-learned-in-50-states/">visiting all 50 states</a> and more than 350 schools during my time as Secretary, I can&rsquo;t visit every school. (Official White House Photo by Amanda Lucidon) </p> </div> </div> <p class="p1">In this week&rsquo;s address, with schools getting ready to open their doors again over the next few weeks, the President talked directly to students and parents about the importance of preparing for an education beyond high school.</p> <p class="p1">In today&rsquo;s economy, some higher education continues to be the surest ticket to the middle class, but for too many families across the country, paying for higher education is a constant struggle. The President and First Lady know this first hand -- they only finished paying off their student loans 10 years ago -- and that&rsquo;s why they have made it a priority to help make college more affordable for families. They have taken action to reform student loans, expand grants and college tax credits, help make loan payments more manageable, and have proposed plans to make sure colleges also do their part to bring down costs. He asked them to help because a college degree remains one of the surest pathways into the middle class in America, and is an especially powerful engine of social and economic mobility.</p> <p>Over this decade, nearly 8 in 10 new jobs will require some postsecondary education or training beyond high school. And of the 30 fastest growing occupations, half require a college degree. At the same time, college graduates earn an average of 77 percent more per hour than a high school graduate.&nbsp;President Obama set forth a goal early in his first term to guide our work in education &ndash; to lead the world with the highest proportion of college graduates by 2020.&nbsp;</p> <p>And yesterday, I had the privilege of joining Secretary Duncan in meeting with community college leaders who have made new commitments to ensure student success, because, in order to make progress on our goal to be first in the world, we need to embrace some of the foundational challenges to college enrollment, persistence, and completion.&nbsp;</p> <p>Our nation&rsquo;s community colleges are the engines of our higher education system.
